Start here if money is tight right now
If you have no food, gas or electricity today: contact Cardiff Money Advice on 029 2087 1071 or visit a local Cardiff Hub. Cardiff Council says its Money Advice Team, Hubs and Advice Line can help with emergency food vouchers and access to emergency support.
Useful first contacts:
Cardiff Money Advice: 029 2087 1071 — benefits, grants, emergency food, budgeting, debt, Council Tax and housing-cost help.
Cardiff Family Advice & Support: 03000 133 133 — family, childcare, money, housing and wider support/signposting.
Citizens Advice Cardiff & Vale / Advicelink: 0800 702 2020 — benefits, debt, housing, employment and consumer advice.

Benefits, Grants & Income Checks
Cardiff Money Advice Service
Free local support with benefit checks, grants and discounts, budgeting and debt. A strong first call if you are unsure what you should be claiming.
Turn2us Benefits & Grants Search
Free UK-wide Benefits Calculator and Grants Search. Turn2us says its Grants Search covers more than 1,700 organisations. It can be useful for one-off household needs or hardship.
Discretionary Assistance Fund (DAF)
Welsh Government non-repayable support with two routes: Emergency Assistance Payments for essentials such as food, gas, electricity, heating oil or emergency travel, and Individual Assistance Payments for some white goods and furniture through approved partners.
Child Benefit
Child Benefit is £27.05 a week for the eldest or only child and £17.90 a week for each additional child. Higher-income families should check the High Income Child Benefit Charge rules rather than assuming they should not claim.
Sure Start Maternity Grant
A one-off £500 payment, usually if you are expecting your first child and you or your partner get certain benefits such as Universal Credit. There are some exceptions, for example for multiple births. Claim within 11 weeks of the due date or within 6 months after the birth. It does not need to be repaid.
School Costs, Uniforms & Meals
School Essentials Grant
The grant is £125 per eligible child in primary school or Years 8–11, and £200 for a child starting Year 7. It can help with uniform, sports kit, school bags and stationery (not IT equipment). Check the current Cardiff Council page for eligibility before applying.
Cardiff Mums tip: apply even if you also use second-hand uniform support — the grant can cover more than blazers and jumpers.
Free School Meals
All primary pupils in Cardiff can access universal free school meals. Secondary eligibility depends on household circumstances and qualifying benefits. From September 2026, families receiving Universal Credit can apply for free school meals for children in Years 7 and 8. The Council will announce when these meals start, so check the current page.
A Better Fit — School Uniform Donation
A registered charity covering Cardiff and the Vale of Glamorgan. It collects donated school uniform for children aged 2 to 18 and gives it free of charge to families who need it.
Education Maintenance Allowance (EMA)
Eligible 16–18-year-olds who remain in education may qualify for EMA to help with education costs.
Cardiff Educational Trusts’ Forum
Cardiff Council signposts families struggling with school costs to education grant support. Cardiff Money Advice can help with current application routes.
Food Support & Lower-Cost Groceries
Cardiff Food-Support Map
Cardiff Council maintains a current map covering foodbanks, pantries and community fridges. Use this rather than relying on an old static list because opening times and referral rules change.
Emergency Food Vouchers
If you urgently need food, Cardiff Council’s Money Advice Team, Hubs and Advice Line can issue emergency food vouchers. Call 029 2087 1071 or visit a local Hub.
Food Pantries
Use the Council’s food-support map to find your nearest pantry, then check its membership terms and opening times with the pantry.
FoodCycle Cardiff
Free, family-friendly community meals with no need to book: Ely on Mondays at 6.30pm (Dusty Forge, Cowbridge Road West) and Riverside on Wednesdays at 6.30pm (Wyndham Street Centre). Check FoodCycle’s page before travelling.
Community Food Options
Community fridges and pay-what-you-can food projects run in several parts of Cardiff. Use the Council’s food-support map to find current options near you. Timetables can change, so confirm first.
Foodbank referrals vary: some foodbanks need a referral or voucher while some community fridges and pantries do not. Cardiff Money Advice or Cardiff Family Advice & Support can help you find the easiest route for your area.
Babies, Nappies & Young Children
NHS Healthy Start
For eligible families from pregnancy to age 4. Healthy Start pays £4.65 a week from the 10th week of pregnancy, £9.30 a week from birth to age 1, and £4.65 a week from age 1 to 4, added to a prepaid card every four weeks. Free Healthy Start vitamins are also available.
Cwtch Baby Bank
Provides baby equipment, clothing, toys and toiletries for babies up to 24 months old, through referrals from health, social care and other support agencies. Ask your health visitor, social worker or another professional involved with your family about a referral.
Cardiff Cloth Nappy Library
A low-cost way to trial reusable nappies before committing to a full set.
Cardiff Weekly Hygiene Collection
Households using nappies, incontinence pads or bed liners can register for Cardiff’s weekly hygiene-waste collection and receive purple hygiene bags. Register through C2C on 029 2087 2087.
Flying Start & Childcare Help
Cardiff’s family support pages signpost Flying Start childcare, the Childcare Offer for Wales, Tax-Free Childcare and other childcare help. Check which combination applies before paying full fees.
Energy, Water, Rent & Household Bills
Nest Warm Homes Programme
Free energy advice and, for eligible households, possible support such as boiler repair/replacement, insulation, heat pumps or solar panels. A crisis route may also help some households without essential heating or hot water.
Dŵr Cymru Welsh Water — HelpU
HelpU caps eligible households’ annual water/sewerage charge. From 1 April 2026 to 31 March 2027 the HelpU charge is capped at £350.16 a year. To qualify, someone in the household must get a means-tested benefit and household income must be at or under the threshold for its size (£12,600 for 1 person, £19,000 for 2, £20,000 for 3+).
Dŵr Cymru — WaterSure / Customer Assistance Fund
WaterSure Wales caps the annual bill for households with a water meter (or that opt to have one fitted) where someone gets a qualifying benefit or tax credit and the household either has 3 or more children under 19 they claim Child Benefit for, or someone with a medical condition that needs a lot of extra water. The Customer Assistance Fund can help households in severe financial hardship whose arrears are more than £150 and at least 6 months overdue. It is discretionary and offered only once.
Council Tax Reduction
Eligible low-income households may be able to reduce their Council Tax bill whether working, unemployed, caring or unable to work, subject to scheme rules.
Discretionary Housing Payment
If Housing Benefit or the housing element of Universal Credit does not cover your rent and you are in financial need with exceptional circumstances, Cardiff may be able to award temporary help.
Debt, Budgeting & Free Advice
Citizens Advice Cardiff & Vale
Free independent advice on welfare benefits, debt, housing, employment, family issues and consumer problems. Advicelink Cymru: 0800 702 2020.

MoneyHelper
Free government-backed guidance on debt and money, including budgeting tools and debt-advice signposting.
Avoid paying for basic debt advice. Trusted organisations offer debt advice free of charge. Be cautious of adverts that imply a company is “government backed” or push one debt solution before properly assessing your circumstances.
Borrow, Reuse & Avoid Buying New
ACE Benthyg — Library of Things
Based at Dusty Forge in Ely/Caerau, ACE Benthyg lets members borrow useful household and family items rather than buying them. The catalogue includes children’s items, hobbies and games, camping, kitchen, homeware and disability aids.
A Better Fit
Worth checking before buying new school uniform, especially when children have grown mid-year or multiple items are needed at once.
Cwtch Baby Bank
Pre-loved baby equipment and essentials are redistributed to families through professional referrals, helping avoid major early-years purchases where support is needed.

Cardiff Hubs & Libraries
Free library membership includes books, eBooks, eAudiobooks and computer use. Hubs also run family events and can connect families with advice services.

Cardiff Castle Key
People who live or work in Cardiff can get a Castle Key for free admission over a three-year period. There is a one-off £8 admin charge for each adult card; keys for under-16s are free.
Transport for Wales Family Ticket
The Transport for Wales Family ticket lets up to two children under 16 travel free with each fare-paying adult on the TfW network, at any time.

Cardiff Mums rule: check before you pay
Before paying full price for a necessary family cost, take five minutes to see whether there is a grant, social tariff, reuse scheme, free local service or childcare/education entitlement first.
This guide is a practical starting point, not financial advice. Eligibility, payment amounts, opening times and local provision can change, so use the linked official service pages or contact the organisation directly before relying on a scheme.
